Housing is a key indicator for measuring progress and the level of growth in the well-being of the population, it is linked to overall economic and social development as well as harmony and stability in society. A stable property market contributes to the formation of constant expectations for housing and increases social trust. But in addition to the trends of housing availability to the population, its quality is extremely important, not only in the construction of objects, but also including the presence of developed infrastructure, communications and physical environment of functioning. The paper reveals that the housing stock of Russia is characterised by high wear and tear of residential and communal facilities. In addition, poor quality of installation and construction works, housing, utilities, social and road infrastructure deficiencies in the construction of new residential buildings and neighbourhoods lead to the reduction of a favourable urban environment and the growth of social tension in society.
