The article studies evolution of an electoral problems in periodical «Soviet Power» in 1918-1938. Dynamics of total number of elective materials as well as their classification on the various bases and changes in different election campaigns are considered. The themes causing the greatest number of discussions among the Soviet workers in 1920s, and also the materials representing the greatest interest for modern researchers are analyzed.
