The article discusses the meaning of Jurgen Habermas's original approach in the development of the theory of political communication. The author considers the general features of the mathematic-technical school studying social communication and the scientific problems and unsolved questions, to which it has led. The Habermas's approach is compared with the system approach that was based on the technical school. The paper observes how Habermas solves the problems raised. To understand the theory of Habermas, the author clarifies its philosophical basis in hermeneutic-phenomenological approach and their interrelation with the "critical" study of the society. The article deals with the role of the rational discourse principles developed by Habermas in order to achieve the democratic consensus and implement the concept of deliberative democracy.
