The importance of legal culture in the development of legal state and civil society

The article is devoted to the analysis of the role of legal culture in the process of formation and development of legal state and civil society. It is noted that solving the problem of optimizing the socio-cultural potential of the legal culture, raising its level will contribute to more effective development and improvement of the institutions of civil society. Legal culture is the basis for the harmonious development of society, contributes to the achievement of general social progress, the formation and development of legal values that enrich the personality and acts as a guarantor of preserving the fundamental foundations of civil society and its functioning. The author comes to the conclusion that modern Russian society with its ethnic and socio-cultural characteristics, with its own level of legal culture, legal mentality, can build civil society only if practical key parameters such as "really working" legislation, the development of the institution of human rights, the reform of government bodies, the prevention of violations of law, mass legal education and upbringing, humanization of the legal sphere.
