The victory banner (the 20th anniversary of the first public act, devoted to the victory banner)

20 years ago the presidential decree «On the Victory Banner» was issued. The subsequent decade has been marked by numerous discussions and debates on the subject in the higher legislative bodies of the country. They sometimes were very acute. The Victory Banner has received its status as the result of the adoption of the federal law «On the Victory Banner», signed by Russian President Vladimir Putin on May 7, 2007.
