Umbrella structure as tool for enhancing effectiveness of cross-border cooperation and element of border clustering

The article analyses the status and problems of international cooperation of Russia and China. Shows the key directions of improving cross-border cooperation in the far East and Northeast China. Compares the content control mechanisms, the effectiveness and problems functioning umbrella structures in Russia and China. The approach includes an assessment of the cross-border territory, creation of a system of indicators for the analysis of the objectives system, strategies and their corresponding filling within a global and a local umbrella structures.
