100 years of the General Affairs Department of BMASSR CEC and CPC - administration of the head and Government of the Republic of Buryatia (1923-2023)

The article deals with the history of creation and development of the General Affairs Department of the Central Executive Committee (CEC) and the Council of People's Commissars (CPC) in BMASSR - Administration of the Head and Government of the Republic of Buryatia. That government body was aimed at ensuring the activities of the Government of the republic. Over a century, the General Affairs Department together with the republic has gone through several stages of development. Due to the creation of a new state apparatus under the General Affairs Department of BMASSR CEC and CPC, it was ensured state and nation, socio-economic and cultural building in Buryat-Mongolia. Based on the archival materials, we have described the formation of its structure, regulatory legal framework, recruitment and training of personnel, as well as development of the basic principles of activities and new organizational culture of administration. It is emphasized that the heads of the General Affairs Department made a significant contribution to the activities of this government body.
