The purpose of the work is to optimize the approach to planning the needfor personnel at various levels of the economic system. The hypothesis of the study is the need to use an adaptive approach to balance the sphere of labor relations with the challenges of the external environment. In the work, such scientific research methods as analysis and synthesis, observation, modeling have been used. The results achieved are in the development of solutions that provide systematic management of the need for qualified personnel for industries and employers in a strategic perspective.
