Administrative liability for illegal production and turnover of ethyl alcohol, alcohol and alcohol-containing products

The article examines the issues of administrative responsibility for the illegal production and circulation of ethyl alcohol, alcoholic and alcohol-containing products. It has been established that this type of responsibility is aimed at ensuring the normal circulation of the listed products (economic aspects) and indirectly affects the issues of public health protection. In order to ensure legal circulation (essentially products with limited circulation), licensing of activities for the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products is used. Organizations are mainly involved in this area (except for individual cases of retail sales). In the absence of an established license or violation of licensing rules, sanctions are applied under Art. 14.17 of the Code of Administrative Offenses of the Russian Federation. Attention is paid to the application of this norm, conclusions are made about some problems and prospects for further development.
