Administrative and legal regulation of activity on protection of safety of the person, the state and society from extremist threats on objects of transport infrastructure

Today, civil society is actively developing, its income is growing, and there is a need for comfortable organization and recreation, including systematic movement to the place of stay or residence, due to the need to earn, learn new things, resolve work and service issues, attend events, and spend their leisure time according to their own interests and needs. The movement is carried out by various modes of transport available to everyone, which means that the state, represented by the competent authorities, is obliged to ensure the safety of the individual and society. Transport is increasingly becoming an object of encroachment of criminal acts of extremist orientation. It is impossible to avoid risks, but the main task of the Executive authorities and the relevant security services is to minimize them. The priority direction of the state policy is to identify potential threats and take the necessary actions to eliminate or minimize them. The article deals with the issues of security at transport facilities, special attention is paid to aviation security. In particular, some events of an extremist nature in a number of countries indicate serious problems in this area. In this regard, priority should be given to the formation of an effective security system based on active forms of interaction between Executive authorities, including internal Affairs bodies, organizations, agencies and security services. According to the author, it is necessary to strengthen the control of the Ministry of transport and law enforcement agencies over the activities of economic entities regardless of ownership. The results of the study led to the conclusion that the main reason for inefficient work on transport security is the lack of unified coordination of the activities of Federal Executive authorities in the field of security, as well as the lack of legislative consolidation of the tasks and functions of all departments and ministries engaged in security at transport facilities.
