Administrative and legal regulation of scientific and technical activities considering the development of the draft law on scientific and scientific-technical activities in the Russian Federation: challenges of the digital economy

An overview of the most pressing problems of administrative legal regulation of scientific and technical activities in Russia is provided in the paper. The draft law On Scientific Activity in the Russian Federation which notes that financing is the most acute problem of carrying out scientific activity in the context of digitaliza-tion is analyzed. A number of shortcomings of the draft law have been identified. The analysis revealed a number of shortcomings of the bill. It was established that equal access to the activities of the Funds supporting scientific and scientific-technical activities should be ensured. Attention is drawn to the fact that the entire block devoted to innovative activity in the Russian Federation has been excluded from the bill, there is only a mention of innovation activity carried out in the framework of scientific, scientific-technical activity. Despite this, the issues of innovations remain open. The author emphasizes the need for a clearer definition of the legal status of persons participating in the scientific, scientific-technical field. The study contains a number of practical recommendations for resolving the identified problems.
