Administrative and legal regulation of countering social network negative impact on minors

Nowadays, social networks are one of the most popular ways of communication for minors registered. The relevance of the research topic is due to the fact that minors unlike adults are more influenced by social networks because of their age. Moreover, they are influenced by the networks’ negative character which leads to their anti-social behavior and committing suicides. In these conditions, the priority direction of the state bodies’ activities in cooperation with the public and other bodies involved is the adoption of organizational measures to protect minors from the negative impact of social networks and to ensure information security. The purpose of the research is to study the administrative and legal aspects of countering the negative impact of social networks on minors within the framework of state-and-management relations, analysis of regulatory legal acts governing the sphere of countering the negative impact of social networks on minors. Research methods: general logical methods of cognition (analysis and synthesis, generalization), private scientific methods (analysis of regulatory legal acts, comparative legal and statistical analysis), empirical method (questioning and processing of survey results). The result of the study: the assessment of the current situation on the negative impact of social networks on minors’ socialization is given on the basis of the analysis, the regulatory legal framework is analyzed, proposals for amendments and additions to the legislative acts regarding the regulation of the organizational foundations of minors’ information security are formulated and the need for the adoption of the Concept of negative impact prevention of social networks is justified.
