Administrative and legal functions of public authorities on protection of public morality from threats related to drunkenness and alcoholism

The article considers administrative and legal functions of public authorities to protect the society from the risks related to drunkenness and alcoholism. At present functions on protection of public morality from threats related to drunkenness and alcoholism are performed by the Federal Service for Alcohol Market Regulation (Rosalkogolregulirovanie), the Ministry of Internal Affairs of the RF and the Ministry of Health of the RF. The lack of the body at the level of the Government of the Russian Federation performing the organization and coordination of the activity of the federal state bodies, government bodies of the constituent entities of the Russian Federation and local authorities in the sphere of the protection of public morality from threats related to drunkenness and alcoholism is among the problems reducing effectiveness of the activity in implementation of state policy on decreasing scales of alcohol abuse and prevention of alcoholism among the population of the Russian Federation. At present functions on social rehabilitation and resocialization of citizens suffering from alcoholism are impeded and in fact are not realized by government bodies and that is a serious drawback of the administrative and legal protection from threats related to drunkenness and alcoholism.
