«Lawyer’s Monopoly»: Exposing the Anti-People Counter-Reform in Parliament

The article provides a detailed analysis of the roundtable meeting held on October 9, 2025, in the State Duma of the Russian Federation under the auspices of the Communistic Party of Russian Federation faction on the topic «Protection of Citizens’ Rights in the Field of Legal Services: The Role of the State and Professional Communities ». The discussion centered on the bill aimed at professionalizing court representation, commonly referred to as the «lawyer`s monopoly». Drawing on the author’s prior reports, the paper systematizes the speeches of 28 participants (politicians, officials, lawyers, attorneys, scholars, and students), highlighting key theses, quotes, and critical evaluations. The analysis reveals profound divisions within the legal community: proponents emphasize improving service quality through «monopolization» of legal profession, while opponents highlight violations of constitutional rights, rising service costs, and threats to professional independence. The conclusions propose alternatives such as self-regulatory organizations, registries, and educational reforms, underscoring the bill’s unconstitutional and socially harmful nature.
