The report on the prospects of urbanization, prepared and presented by the Department of Economic and Social Affairs, more than 54% of the world population today are resi-dents of urban areas. By 2050, citizens will be more than 6.3 billion amounting to about 66% of the world population. Accelerated urbanization, improving the welfare of citizens leads to increased rates of socio-economic development of territories, which in turn requires a new regional policy adapted to the new economic challenges. Ulan-Ude is the center of the country, it is a major transportation hub, as well as focused finance, educational and scientific potential. As a result of the natural development of the capital has become a center of attraction, with neighboring municipalities practically erased the borders, people are gradually moving to the center. The presence of common problems and common challenges forced the local authorities to find effective ways of interaction.
