Ulan-Ude is the center of the country, it is a major transportation hub, as well as focused finance, educational and scientific potential. As a result of the natural development of the capital has become a center of attraction, with neighboring municipalities practically erased the borders, people are gradually moving to the center. The presence of common problems and common challenges forced the local authorities to find effective ways of interaction.
