Agrarian legal policy in the system of higher legal education: the concept and forms of implementation

The study defines the content of agrarian legal policy, establishes the main areas of its manifestation and development. Broad nature and dynamism of the agrarian legal policy are emphasized in modern conditions of modernizing agriculture and strengthening the foundations of legal statehood. The importance of implementing higher legal education in educational organizations in the context of implementing the principles and structures of agricultural legal policy is pointed out. In modern conditions of development of the Russian state and strengthening of civil society, it is promising to use the most effective means and forms of higher legal education. In these conditions it seems promising to determine the appropriate means, forms and principles of forming a lawyer able to understand the essence and nature of agrarian legal policy. This is the implementation of key components of agricultural production and practice in the educational programs and competencies of specialized educational organizations, research support of agricultural policy by the teaching staff, and the activities of the student community. In the social and legal reality, the approbation of indicators of agricultural legal policy in practical sphere of a lawyer graduate is a fairly clear indicator of the attitude of the state and society to this sphere. The study specifies the principles for implementing higher legal education in the context of national agrarian legal policy, classified based on the relevant criteria. Direct conditionality of strategic development of agrarian and industrial complex and the modernization of higher legal education in modern Russia is admitted.
