Investment activity as a factor of socioeconomic system development of the regions

The authors have found that the industry in Russia was organized according to a sectoral principle with affiliation of certain branches to certain regions, taking into account the resource potential and saving production costs. Basing on the analysis of large amount of statistical information, the authors have identified the problems of investing in the Russian regions. The results of the carried out study showed the necessity for changes in the investment climate in Russia to solve the problems of financing on account of internal resources of the regions. The authors believe that a favorable investment climate will create opportunities for investors'activities and propose to introduce market mechanisms of investment. The basis of such mechanisms should be the possibility of concessions the part of property and management rights to investors by regional administrations.
