The relevance of improving the effectiveness of the demographic policy of the Russian Federation is determined by the growing uncertainty in the state of economic growth factors, including human capital. The article describes the current situation and challenges of the country’s demographic policy in the context of economic and national security issues. Among the priority parameters of the conjuncture, it is proposed to single out: the “aging” of the population, the growth of the demographic burden on the economically active population, regional imbalances in the allocation of human capital. Among the urgent challenges of the country’s demographic policy, it is worth highlighting the decrease in natural population growth under the influence of economic expectations, the acceleration of the outflow of the economically active population, replaced by migrant workers without proper reinforcement by integration processes. Thus, the main problem of the country’s demographic policy has largely remained unchanged over the past decades. Such a state naturally indicates the need to audit the effectiveness of the measures applied, rethink the tools of demographic policy.
