The current practice of organizing strategic planning, programming and forecasting of social and economic development in closed administrative-territorial entities (ZATO) of the Russian Federation

In the studied practices of strategic planning in the municipalities ' territories with special administrative status. The presence of a very small number of strategic plans BUT. Extended author's hypothesis concerning the causes of the identified situation, and formulated a number of proposals and reasoned basis for overcoming such negative practices.
