Actual problems of state supervision in the field of marine and river transport on the example of the Yenisei UMMRN Rostransnadzor

The article is devoted to the identification of urgent problems of state supervision in the field of sea and river transport. The reporting documentation of the Yenisei UMMRN of Rostransnadzor was analyzed, as a result of which it was found that the total rate of violations detected in 2019 is less than in 2018, but not significantly. Special attention is paid to identifying the causes of traffic accidents on water. It was found that the main causes of their occurrence are the adverse effect of the "human factor". Administrative measures are applied to violators, most often fines are practiced, moreover, at a minimum amount. The conclusion is formulated on the existence of such problems as the lack of formation of the legal and legal culture of the leaders of industry enterprises, the imperfection of the mechanisms for the implementation of decisions to hold accountable.
