At the present stage in Russia, in the course of socio-economic and political transformations, there is a tendency for strategic, comprehensive and comprehensive development of the personnel policy of the civil service. In the conditions of external economic instability, the determining factors of the success of the implementation by the state of the priority directions of the state policy of the Russian Federation for the development of civil society and democratic institutions are flexibility, adaptability, and the stability of the personnel of public authorities. In this light, the personnel policy appears as a mechanism for the formation of the composition of highly qualified state civil servants. The effectiveness of the functioning of the state administrative apparatus in particular and the state as a whole depends on the latter. This is why a large number of studies have been devoted to this problem, the authors of which are trying to consider the theoretical and methodological basis of personnel policy as deeply as possible. A special role in the effectiveness of the functioning of personnel policy is played by personnel audit in the civil service. It is a comprehensive system for assessing the personnel potential of a state body, as well as a system for working with personnel. Despite the fairly well-developed regulatory and theoretical bases, there are certain flaws in the personnel policy in general, and in the personnel audit in particular. The article analyzes scientific data, considers the main problems of personnel policy and personnel audit, and also provides recommendations for their elimination.
