The relevant issues of compliance with social rights of children living on the outskirts and northern territories of the Russian Federation in the prosecutor’s supervisory activities

The research analyzes violations of social rights of children living on the outskirts (in rural areas) and northern territories of the Russian Federation in the priority areas of their life which are revealed during the prosecutor’s inspections. The prosecutor’s response measures aimed at protecting the social rights of this category of children are identified as well. The author concludes that it is necessary to improve legislation to provide guaranteed benefits for residents of these territories, renew the federal target program Children of the North, enhance prosecutorial activities management, primarily in the field of lawmaking. The research substantiates the need to define the terms ‘outskirts’ and ‘northern territory’ at the legislative level, determine a list of such territories, identify an executive body of the Russian Federation authorized to implement state policy in the above-mentioned territories, in particular register such territories and statutory benefits for their residents.
