Topical problems in the field public procurement

Modern legislation in the field of public procurement, although it is constantly being improved, still does not achieve the main objectives of developing competition in commodity markets and ensuring the effective use of budgetary funds. The article raises the question of the essence of public procurement, their role in the implementation of public functions. Actual problems of state and municipal procurement management are considered. The principles of solving these problems are proposed.
