Topical issues of assessing the effectiveness of public management in modern Russia

Evaluation of management effectiveness in the public sector and development of directions of its improvement are currently relevant tasks not only from a scientific but also from a practical point of view. In this regard, the aim of the study, the results of which are presented in this article, is to summarize theoretical and methodological foundations of public administration efficiency on the basis of critical analysis of existing approaches, another aim is to carry out an overall assessment of administration efficiency in modern Russia. Unlike the majority of similar works, this one considers efficiency in terms of a cost-effective approach and need for separation and separate evaluation of the effectiveness of public policy (goal setting) and the effectiveness of its execution (performance of the authorities). To achieve the goal, the authors use such methods as monographic method, systems analysis, synthesis, comparison, generalization, tabular and graphical methods. In the course of the research it is shown that the efficiency of administration in modern Russia remains low compared with developed countries and with the Soviet model of governance. Thus, according to the values of the partial indices of the Governance Research Indicator Country Snapshot (GRICS) Russia in 2015 ranked from 109 to 184. The article describes the existing system of conducting the assessment, shows its main features and disadvantages. On the basis of studying domestic and foreign experience of assessing administration efficiency the authors identified four main approaches to this assessment. Having analyzed the key trends in Russia’s socio-economic development the authors revealed the lack of effectiveness of the ongoing economic policy. The authors propose their own approach that consists in comparing potential development of the territory and the level of socio-economic development achieved on its basis, and a set of recommendations for improving management effectiveness in the public sector. The results obtained can serve as a basis for further research on the subject; they can also be used in educational process when studying the issues of assessing territorial management efficiency. The prospect of further research in this area could be the development of methodological assessment tools and recommendations for improving the effectiveness of individual types of state policies.
