Topical issues organization of the MFC network in the Russian Federation

The article considers the issue of organizing a network of offices and branches of multifunctional centers for the provision public services in Russian Federation. At the federal level, guidelines have been developed for the constituent entities of the Russian Federation and municipalities on the organization of service windows for citizens on the provision of state and municipal services based on the population of municipalities. At the same time, centralized, decentralized and mixed models of management of multifunctional centers are distinguished. The centralized management model has proven to be a more efficient model for organizing a network of multifunctional service delivery centers, allowing to simplify the processes of standardization of organizational management processes and ensure budgetary cost effectiveness. The study was aimed at assessing the level of compliance of the actual number of functioning service windows in the MFC with the regulatory needs. Also, within the framework of the study, a comparative characteristic was carried out and an assessment was made of the uniformity of the organization of service windows for citizens in the federal districts of the Russian Federation and cities of federal significance.
