Alternative scripts of formation of the electronic government

In article attempt to analyse becoming and development of the new democracy form - the electronic government and transformation of this form into unique civil institute is undertaken. A basis of the analysis undertakes known in a science «scriptal» approach which allows to make alternative forecasts of social russian development of and, connected with them, prospects of institute of electronic democracy.
