The analysis of business environment of small business in Krasnodar krai through the system of integrated indicators

The development of small businesses as market institutes that would provide the solution of economic and social problems, is projected as one of the most foreground tasks of the socioeconomic development of the Russian Federation in the medium-term prospects. It is generally known that the activity of small business entities is an important indicator of business and economic climate in the country. In this connection, the small business support is one of the main directions of the state policy. To assess the efficiency of state support for small business we should take into consideration the complex analysis of the measurable indicators that not only quantitatively characterize the status and the development of this economic sphere but also reflect the economic climate in the country or its regions on the whole. The article contains the review of the main indicators and conditions of small business functioning in Krasnodar Krai. The authors determine the system of the integrated indicators. It consists of two groups and depends on the source of statistical data - quantitative which are provided by official statistical bodies, and qualitative - calculated on the basis of subjective statistics according to the results of independent poll of small business representatives and different research on this subject. The experimental data let us clearly recognize and reveal the spectrum and the measure of the main problems and obstacles in the expansion of small business as well as control and correct the objectives and tasks of the state policy on small business development in the region. The article describes the effective measures of the state support in Krasnodar Krai on forming the favorable business environment. The author comes to the conclusion that the factor of small business state support contains a significant potential of improving this sector.
