The period from the end of the 20th century to the beginning of the 21st century was marked by the emergence of the concept of sustainable development, which focuses on the practical application of a society’s economic and cultural potential. The concept has provided a foundation for identifying specific trends in the functioning of the global community, aiming to address urgent global issues in pursuit of sustainable development for humanity. The leading part in the programme of sustainable development belongs to the idea of consumption. Transition from a traditional consumer society to a model of sustainable consumption provides an opportunity to create new mechanisms of economic development as well as solve environmental and social problems and alleviate the tendency of uneven development of the world nations. In order to study the phenomenon of consumption culture in Russia, a comprehensive qualitative analysis of documents was implemented. The research methodology is based on the principles of qualitative content analysis, which allows us to identify interrelationships between the theoretical understanding of sustainable consumption and its practical implementation. The main objective of the study was to interpret the meanings embedded in the documents in the context of the formation and transformation of sustainable consumption culture in the country. The implementation programme for the sustainable consumption model in the Russian Federation has been revised to account for the ongoing economic changes and constraints that have arisen over the past decade. This programme now represents a promising avenue for the future development of modern Russian society. One of the most important factors leading to sustainable consumption is consumption culture. It can be specified as a combination of value orientations and norms and moral attitudes of the community, which are reflected in various models of consumer behaviour. Nowadays ideological attitudes to sustainable consumption are being formed in the Russian Federation with the active involvement of the state. The ongoing changes are supported by all stakeholders – including the state, non-profit organisations, civil society, the business community, and the mass media – and have an institutionalised foundation for implementation. This enables the community to maintain social and economic stability and security while also progressing to a new level of social maturity in the course of social development.
