Analysis of factors affecting the development of small business in agriculture on the example of the Belgorod region

The article considers agricultural SME development issues based on Belgorod region data. This federal subject is an agricultural region with favorable climate conditions and average statistical data among Russian Federation regions. Due to the fact that the region is characterized as low-risk in relation of investments, it is economically stable despite not easy geopolitical situation in Russia. Regional authorities are undertaking efforts for SME development, but we discovered that SM entrepreneurship in agricultural enterprises is not essentially developed. The reason for it is high concentration of agroholdings the region and ineffective support form regional authorities. The analyses also found out that in the conditions of significant presence of large business in the region, in order to function successfully SME needs specific measures of support by means of tax policy steps as well as by special region programs.
