Analysis of the formation of local budgets of the Russian Federation

This article reveals the features of the formation of local budgets. The system of the budget process at the municipal level of the Russian Federation is depicted: the concept and functions are disclosed, the structure is analyzed, and the features of the process are shown. The financial independence of local self-government is the most important condition for its effective functioning. The main characteristics of local budgets in the Russian Federation are considered. The analysis of groups of incomes and expenses of budgets of local governments.
