Analysis and assessment of quality requirements for internet provision services

Currently, without access to high-speed Internet, it is difficult to cope with everyday tasks, since the Internet covers all aspects of existence, starting with educational and professional activities, ending with leisure and personal contacts, which, of course, makes its importance undeniable. According to the latest data from Mediascope, in 2023 the share of Russians using the Internet was 88%, and J’son & Partners Consulting forecasts indicate an increase in this figure to 93% in 2024. This high level of Internet penetration underscores its importance in educational programs, business processes, medical services, government administration and entertainment. At the same time, problems associated with low quality Internet connections can seriously undermine performance and access to online resources, which makes it urgent to analyze and improve the quality of Internet services. The central objective of this study is to analyze the quality of Internet providing services, using the example of Rostelecom, the largest provider in Russia. The study is aimed at studying the current standards and requirements for the provision of telecommunications services, as well as assessing the compliance of Rostelecom’s services with these standards. The article discusses the Federal Law “On Communications” No. 126-FZ, Rules for the provision of telematic communication services, as well as national standards GOST R 53350-2009 and GOST R 54992-2012. Based on an analysis of contracts, user reviews and test measurements, the study identifies the main problems associated with the quality of Rostele-com services and offers possible solutions to them, based on modern technologies and best industry practices.
