Analysis of the Fulfillment of the Strategic Development Targets of the Kaliningrad Region

The study focuses on the targets of the Socio-Economic Development Strategy for the Kaliningrad Region, which holds significant political, economic, and military-strategic importance for the Russian Federation, covering the period up to 2030. The objective of this work is to analyze and evaluate the achievement of the strategy’s targets and to develop recommendations for prioritizing areas of the strategy’s implementation. The study analyzed the socio-economic development of the Kaliningrad Region, compared key indicators with those of the Russian Federation and the Northwestern Federal District, identified productive and problematic areas of regional development, assessed the fulfillment of the Strategy’s targets up to 2023, and highlighted deviations from the planned targets in the Kaliningrad Region’s Socio-Economic Development Strategy. The most favorable performance indicators were observed in the agricultural sector, investment, and retail trade. Based on the findings, a forecast was developed for the number of targets expected to be met by 2025. The study also identified positive and negative aspects of the targets’ implementation and provided recommendations on priority areas for focusing efforts to successfully implement the Socio-Economic Development Strategy of the Kaliningrad Region. It is revealed that the main attention should be focused on improving the demographic situation in the region (increasing the life expectancy of the population, increasing the birth rate, and reducing mortality and infant mortality), as well as on the development of industrial production and inbound tourism. The results of the work may be of interest to researchers, educators, and employees of the regional administration.
