Analysis of changes in the policy of technological connections of the private category of applicants

One of the main areas of activity of electric grid organizations is the implementation of technological connections. It is carried out on the basis of current legal and regulatory documents, in particular, the "Rules for Technological Connection ...", approved by the Decree of the Government of the Russian Federation dated 27.12.2004 No. 861, regulatory orders and regulations of the organization. The same documents regulate the procedure for technological connection. According to paragraph 17 of the Rules, when connecting once every 3 years within the boundaries of a constituent entity of the Russian Federation, individuals can take advantage of the benefit if the capacity of their power-consuming devices does not exceed 15 kW, the reliability category is the third, the voltage level is 0.4 kV and below, and the connection facility is located at a distance of no more than 300 meters in cities and no more than 500 meters in rural areas from existing power grid facilities. Until July 1, 2022, all applicants paid 550 rubles with VAT for the technological connection service. From July 1, 2022, the cost of preferential connection to the power grid changed. The paper analyzes the related changes in the structure of preferential connection conditions and provides an analysis of changes in the number of technological connections, including the preferential category, using the example of one of the districts of the Oryol Region.
