Analysis of changes in the construction estimate pricing system in modern conditions of the Russian Federation

The construction industry is undergoing the transformation process of the pricing and estimated rationing system. This article deals with the pricing reform in the Russian Federation «The concept of 400 days». The authors discuss different points of view and comments regarding current changes and analyze new published documents on pricing. The reform is coming to an end; however, specialists in this field estimate its first results as ambiguous, controversial, pointing out that the approved documents are incomplete and flawed. Based on the analysis we can conclude that the construction products value will be formed not because of progressive and radical qualitative improvements based on a new estimate and regulatory framework, but because the pricing system improvement is based on artificially lowering of the construction cost
