In article results of research of competitive positions of national research university are presented: a national rating of the Russian high schools; results of realization of the project Interfax and radio stations Echo Moscow, research of factors of the external and internal environment of high school. Their rating estimation can be used by working out of the program and strategy of development of high school. Attributes of value are put in a basis of their working out: innovation, high quality of educational services, width of international contacts, high degree integration educational and scientifically-innovative processes, etc.
