Analysis of methodological approaches to the assessment of the volume and structure of intergovernmental transfers within the budgetary space of regions

The article analyzes the problem of optimization both the structure and volumes of intergovernmental transfers in the framework of budget space. We investigated the practices of defining expenditures and equalizing programs in different countries notably Canada, Australia, UK, SAR etc. Based on provided analyzed we elaborated recommendations related to the government transfer policy, notably to the principles of providing intergovernmental transfers by policymakers, and to the decisions to be avoided. The obtained results will allow to provide practical guidelines for both central and local authorities related to the optimization of adjustment of intergovernmental transfers in order to increase their efficiency.
