Analysis of university personnel motivation for their effectiveness (by a case study of Kursk region)

Nowadays, increasing productivity as a key element in enhancing the effectiveness and competitiveness is of particular interest. The motivational component is essential in achieving goals. At the same time, the inducement program should be targeted, i.e. it has to create the greatest incentives to reach specific and clear goals at the lowest possible cost. The performance is assessed by the system of criteria describing the achievement of specific targets. The research objective is to determine the effectiveness of the inducement program in the Kursk region universities through the analysis of their performance (i.e. if the university is more efficient, its employees are more effectively motivated). The assessment was based on the key performance indicators of the universities in the Kursk region for 2016, including the findings of Higher Education Institutions Effectiveness Monitoring. Finally, the universities were ranked according to their benchmarks. It is concluded that their inducement program is effective.
