Analysis of legal support in introducing WorldSkills standards into the practices of educational organizations in Chelyabinsk region

A topical problem of norm and legal support in introducing WorldSkills standards into the practices of educational organizations is discussed. It is assumed that formation of norms and legal support in the given area is linked with cardinal changes that took place in the vocational education system in the recent decade of the 21st century. Detailed analysis of the norms and legal support content focused on the introduction of WorldSkills standards to the vocational education system of Chelyabinsk Region is provided. It is noted that introduction of the Regional standard of industrial growth stafng and the corresponding road map are the key stage in the mentioned practices. On the basis of road map detailed analyses it is concluded that WorldSkills methods and standards are introduced at the regional legal level into the practices of the educational organizations in key elements of education, i.e. changing education content, development of facilities and infrastructure, staffing, staff training quality assessment, involvement of employers as social partners into the training process organization.
