It is proved, that the cost of HR-management should be considered as an investment today. The following effectiveness assessment methodologies are given: expert assessment, benchmarking, calculation of return on investment, Phillips method and Ulrich model. The expediency of using such methodologies at the enterprises of the Altai region was analysed.
