An analysis of electricity consumption by consumer groups in the Dmitrovsky district of the Orel region shows that changes in the consumption pattern occur towards a certain increase in the share of consumption by other consumers with a decrease in the share of the population, industry and the budgetary sphere. The reduction in power consumption by the budgetary sphere is associated with the closure of a number of budgetary organizations (primarily rural schools) and the transfer of others to a reduced work schedule. At the same time, there is no noticeable decrease in payment for electricity by this group as a whole in the district. Some increase in consumption by other consumers is associated with the transition of part of the population to management companies and homeowners' associations. Reducing electricity consumption by industry is also associated with the closure of a number of enterprises and with a change in the operating load. The increase in the costs of paying for electricity, even with a decrease in its consumption in physical terms for all consumer groups, suggests that efforts to reduce the tariff burden on all consumer groups have not produced a noticeable result. The financial burden on organizations associated with the payment of energy resources is increasing, which in turn increases the cost of their products, the cost of services provided and the reduction in demand for them. Therefore, both the tariff policy and the industry support policy should be reviewed.
