Analysis of the practice of applying state (municipal) social order

One of the directions for improving the procedure for organizing the provision and financing of services in sectors of the social sphere is to involve non-governmental organizations in the provision of public services. One of the tools for managing budget expenses, which allows us to develop competition in the market of budget services, is social order. Now the social order is being tested in certain regions, the list of which is determined by the Government of the Russian Federation. Since the testing period of this tool is coming to an end, it is necessary to analyze the first results of its application in the constituent entities of the Russian Federation, determine the advantages and shortcomings identified during implementation. This study analyzes both the legislative basis for the instrument of state (municipal) social ordering and statistical data characterizing the conditions for its application over the past few years. Data is provided on the number of consumers of services, the volume of social orders distributed through competitive selection, and the number of non-governmental organizations involved in the provision of services. Based on the results of the analysis, conclusions are drawn about the main results of the implementation of the federal law, as well as identified difficulties that arise during the implementation of the social order, including certain problems of financial support for its implementation.
