Analysis of the reasons for small volumes of reconstruction from the point of legal regulation

This article analyzes the reasons for small volumes of reconstruction from the point of view of legal regulation. A research was conducted on the pace of reconstruction of cultural heritage sites, regulatory and legal acts regulating their reconstruction were studied, methods of stimulating the growth of the pace of reconstruction applied by the state were analyzed, such as simplifying the system of filing documents or additional financing of projects. The project for the reconstruction of the main building of the arms factory in the city of Izhevsk was chosen as a positive example.
