Analysis of problems of innovative development of industrial enterprises and the role of human capital in their solution

The article presents an overview of the current state of Russian economy in terms of its innovative development; its weak and strong points are determined. In order to formulate more substantiated conclusions, different global and regional rankings are considered, and the comparative analysis of these ratings is carried out. The authors emphasize the key problems of innovative development of Russian industrial enterprises and make an assumption that the main factors which hamper the development and implementation of innovations are internal factors. Regarding the latest, an assumption on the key role of human capital in innovative development of industrial enterprises is made. A possible reason for the backwardness of Russian enterprises is the low volume of investment in human capital, which does not allow the achievement of the level of development of human capital, is necessary for the implementation of innovative programs. Although the key to successful innovation activity is, rather, the effectiveness of using human capital and making managerial decisions in the field of its formation and development, the crucial role is played by the volume of investment in human capital. Several publications of international authors, devoted to assessment of correlation between human capital and innovative development, are analyzed.
