Analysis of the problems of the higher education sector in the context of implementing the paradigm of problem-oriented and innovative higher education institutions

The results of the analysis devoted to the problems of the higher education sector in modern conditions are given in the article. The factors influencing activity of higher educational institutions are considered. It is shown that the choice of a sound strategy and the implementation of a balanced strategic development plan are an important factor in the functioning of such an institution.
