The development of the Donetsk and Luhansk People's Republics, as well as the Zaporizhia and Kherson regions, is a complex and multifaceted process affecting both legal, socioeconomic, infrastructural and humanitarian aspects. The relevance of the topic is determined by the need to ensure the sustainable development of these territories, integrate them into the legal and economic space of Russia, as well as minimize social and infrastructural risks in the face of ongoing foreign policy pressure. The aim of the article is to conduct a comprehensive analysis of the key areas and mechanisms of integration of these regions, as well as to identify existing problems and prospects in the context of their socioeconomic adaptation. Particular attention is paid to the restoration and modernization of infrastructure, including railway communication as one of the critical factors of transport connectivity and economic sustainability of the regions. Based on the analysis of expert opinions, regulatory documents and actual data, the article presents assessments of the current results of integration processes, highlights key challenges and proposes directions for further development. As a result, the necessity of a comprehensive approach to integration combining legal harmonization, infrastructure rehabilitation and implementation of population support programs is substantiated.
