The paper studies topical issues that reveal the features of improving the management relations of the public sector of services on the basis of classical and modern concepts. The latter, in particular, include the concept of new public administration and the concept of service. In the process of the analysis, the distinctive features of the provision of public services during the period of transformational changes in economic systems, which consist in attracting both public and private structures to the circuit of servicing individuals and legal entities, are highlighted. The purpose of the study is to substantiate the directions of development of theoretical aspects of management relations in the process of providing public service. The methodological basis of the study is based on comparative analysis, synthesis, induction, deduction, generalization and systematization. The obtained results allowed us to conclude that the basis of the theoretical concept of management relations in the field of public services should be a quality management system and a process approach, which together will be able to consistently provide a high result of customer service, regardless of regulatory, personnel changes, changes in the market. The use of this theoretical basis will contribute to the continuous improvement of the organization and provision of public services by improving the quality of all types of activities by each employee and each organization involved in the service. Particular attention is paid to the principles of creating an effective system for the provision of public service and the analysis of management processes for the development of this sector in the modern economy. It also highlights the need for a service-oriented model in the public sector and the use of modern information technology.
