The People's Republic of China is a bright and active player in the world arena, which fruitfully works in the development and development of the management system and international norms in the Arctic region. The development and development of the Northern Sea Route is a very complex and costly task that requires effective international cooperation. "One Belt and One Road" is an initiative in which China, together with interested states, will be able to build and further productively develop the "Ice Silk Road", as well as contribute to the stable socio-economic development of the region. The "Ice Silk Road" is not just the use of the Northern Sea Route as a transport and logistics route (mainly for the transportation of any goods), which is usually characterized as the shortest sea route between Europe and Asia, the safest and has no size restrictions ship as opposed to the route through the Suez Canal. The People's Republic of China is the largest consumer of energy resources, so the issue of the availability and shortage of raw materials is always relevant. Due to the fact that there are very promising deposits of energy resources along the Northern Sea Route, active interaction between Russia and China is already taking place in this area within the framework of the “Ice Silk Road” strategy.
