The analysis of the implementation of impact-investment through public-private partnership in the regions of the Central federal district of the Russian Federation

The article analyzes the experience of the regional forms implementation of public-private partnership. The mechanism of social interaction is a channel of communication between business, civil society and the bureaucratic system of the state, including the principles, instruments and institutions, as well as the forms, methods and means of consolidating the efforts of the state and private capital, ensuring the implementation of the relevant state programs, the development of priority sectors, depressed regions and national infrastructure projects. Currently, the impact investments of the companies through the execution of external social programs have taken quite a strong position in the corporate strategy and have become a part of the daily management practices of the Russian companies. In this regard, there is need to develop the methodological issues of the impact-investment, as well as the practical arrangements for its implementation with regard to the current conditions in Russia at the regional level. The urgency of the situation is due to a lack of funding for the regional projects and reduced investments in a number of regions, as well as awareness of the regional authorities of the need to use available resources and the involvement of the interested businesses. The modernization and development of the economy are intended to solve problems in the institutional environment affecting the economic growth in the Central Federal District. In the author's opinion, the affiliate script, i.e. the attraction of the new investors, private business, combined with the strengthening of their role in the decision-making is optimal for social and economic development of the CFD.
