Analysis of the system of strategic planning: federal, regional and municipal levels

In connection with the uncertainty of the scientific and analytical substantiation of the system of strategic planning documents of Federal Law No. 172-FZ, we have identified the need to create an integrated system of strategic planning documents. With a view to transferring to systemic strategic management at the federal level, we have identified the need to create a system of documents that defines the rights of participants in the strategic management process, which justifies the mechanism of the measures being implemented, the availability of material resources and the role proper in the overall work process.
