Analysis of social differentiation in rural areas of the Omsk region(on materials of selective research)

Development of a problem of social differentiation in the rural zone staticizes information need about the level of the income of the population. Inequality of the income involves manifestation of other types of inequality: in consumption, education, qualifications which, in turn, exert impact on amount of the income, fixing the situation. So, in the Omsk region in 2010-2014 reduction of a share of the first national group (with the smallest income) - in general for 0,2% while the share of the richest population increased by 1,0% is observed. As a result the ratio between the income of the population the last and first groups increased from 8,5 to 9,1 times. The coefficient of funds representing a ratio of cash incomes of 10% of the most solvent and 10% of the poorest population from 2010 for 2014 increased in 1,1 time and made 16,2. Value of coefficient of concentration of the income (Jeanie's index) with a decile (10%) interval of profitable groups increased by 1,03 times: from 0,406 which characterizes noticeable inequality to 0,418 (value of an index of Jeanie within 0,4-0,5 is considered the indicator of considerable inequality according to the income in society). Therefore authorities shall not only measure and analyze the level of social differentiation of the population, but also play an active role in forming of the income of all segments of the population, creating optimum opportunities for implementation of capabilities of everyone. However, today, statistical bodies provide information on distribution of the population on the size of the average per capita income in general on area. In article results of a one-time selective research which allowed to carry out assessment of extent of differentiation of the income of the population of the rural zone, proceeding from value judgment of respondents are provided. The analysis of differentiation of the population on profitable groups revealed considerable degree of inequality in distribution of a cash income of the population in the rural zone of the region. Differentiation in the income of inhabitants of the region is one of serious obstacles for sustainable social and economic development of the rural zone of the Omsk region.
